The climate crisis is already having major effects on everyday life in Europe. We need to pay more attention to the current and future impacts of climate change. Adaptation efforts so far have not yielded enough outcomes while needs have increased significantly, widening thus need for adaptation actions. Regions and communities have a major role to play in enabling rapid and far-reaching change.
Project Overview
Aligned with the EU’s Adaptation Strategy, Pathway2Resilience (P2R) aims to empower 100 regions across Europe to design transformative pathways toward climate resilience. By distributing €21 million in funding, building tools, and offering targeted support, the project enhances the capacities of these regions to tackle climate challenges effectively.
Our Role
IIED Europe leads the Monitoring, Evaluation, and Learning (MEL) work package by developing innovative Monitoring, Evaluation, and Learning (MEL) tools. These tools enable European regions to assess and monitor their climate resilience capabilities, directly addressing sustainability, justice, and resilience objectives and ensures that robust systems are in place to evaluate progress and adapt strategies for improved impact.

Coordinated by Climate KIC, parthers include 14 organisations from 10 countries.
- Regional network organisations – to engage and build a movement of Mission Adaptation regions and communities.
- Technical expert organisations and designers of a transformative adaptation approach – providing the services to design pathways and innovation agendas to transform across KCS.
- Adaptation finance experts – providing the services and latest state-of-the-art thinking on how regions can finance the adaptation ambitions for long-lasting impact.
- Learning and capability building specialists – to support regional cohorts in building resilience capabilities along their journeys towards a climate resilient future.
- Monitoring and innovation impact partners – to design an impact framework for benchmarking and assessing regional resilience maturity.
