This report provides a detailed explanation of the overarching evaluation rubrics underlying the Resilience Maturity Curve (RMC) framework developed under the Pathways2Resilience project. Drawing from an exhaustive review of the literature and informed by the latest research and knowledge on resilience capacities and transformative innovation, it articulates a comprehensive and robust evaluative instrument for regions to assess their readiness for transformative climate change adaptation (policy, planning, ready-to implement pathways).
