Our new collaboration
IIED Europe is pleased to announce its collaboration with the Asian Development Bank (ADB) on a new Technical Assistance initiative focused on Adaptation Investment Metrics (AIM). Together with colleagues at the International Institute for Environment and Development (IIED), we are working with ADB to develop and pilot approaches to track adaptation investments in three of its Developing Member Countries: Bangladesh, Pakistan, and the Philippines. These countries have all made significant strides in advancing adaptation efforts.

We’re making progress
July 2025 marked a major milestone with the conclusion of the first national design workshop in Bangladesh. As one of the most climate-vulnerable countries globally, Bangladesh has proactively integrated adaptation into its public finance systems, including initiatives such as the Climate Fiscal Framework and Climate Budgeting. Despite these efforts, adaptation investment metrics are still at an early stage, and engagement from the private sector in adaptation finance remains limited. Over the coming year, Sanchita Bakshi will continue supporting the co-development of practical, context-specific adaptation investment metrics designed to guide private sector investments and address the country’s adaptation finance gap.
Earlier this month, the initiative recently continued in the Philippines, where IIED Europe and IIED continued to partner with ADB to host another National Design Workshop on Adaptation Investment Metrics. The goal is to help Developing Member Countries better articulate the value of adaptation, improving both the identification of adaptation investments and the measurement and communication of their impact.


The Philippines, one of the world’s most climate-vulnerable countries, faces adaptation costs estimated at 7–10% of GDP (World Bank, 2022). This highlights the urgent need to mobilise adaptation finance and clearly demonstrate the resilience benefits of such investments. The workshop saw active and diverse participation from government agencies, whose insights and commitment are critical as the initiative builds on ongoing work in climate change expenditure tagging and economic analysis to strengthen investment programming.

Looking ahead, the project will move from ideation to prototyping tools that can accelerate the adaptation investment agenda in the Philippines and other participating countries.
